Homestead Announces Phase-Out of Water Fluoridation in Response to State Law

The State of Florida recently enacted new legislation prohibiting the use of any additive that does not meet the statutory definition of a “Water Quality Additive”, including Fluorides, in public water systems, throughout the state. All publicly owned and operated water treatment plants are required to comply with this change to the Florida Statutes, as outlined in Chapter 403.852 and 403.859, effective July 1st, 2025.
As a result, the City of Homestead is preparing to phase out the use and addition of Fluoride in its public water system, and the change is set to take effect on July 1, 2025.
The city is obligated by law to ensure compliance with this new legislation as well as all existing Florida Department of Environmental Protection (FDEP) and Florida Department of Health (FDOH) regulations as a condition of its operating permit. It is important to note that use of any additive, including Fluorides, in public water systems is regulated and enforced by the State of Florida and not by local jurisdictions.
